feat: 启用 Jaeger Collector 的 OTLP 支持

- 在 Jaeger 部署配置中添加环境变量 COLLECTOR_OTLP_ENABLED 并设置为 true
- 此修改增加了对 OpenTelemetry Protocol (OTLP) 的支持，提高了监控和追踪能力
